While Public-Private Partnerships (PPP) offer great potential for cities to undertake successful smart city projects they are often hampered by excessive and strict regulations on interactions between the public and private sector. Thus, DOIT established the Taipei Smart City Project Management Office (PMO) to address this issue. Together, they have established a platform and framework to facilitate partnerships and also conduct research to determine the needs of the Taipei governments and its citizens. They use this information to match public and private entities that would produce products and services that would cater to these needs. Government offices can also submit requests for specific projects they wish to carry out.

The projects developed under DOIT and PMO are tested in Taipei, essentially transforming the city into one big living lab. As of 2016, DOIT and PMO have developed 66 smart city projects, interviewed 200 companies ,hosted nearly 600 public-private matchmaking meetings and collaborated with 17 bureaus in the city government.

CARACTERÍSTICAS

Projects under the Smart City Living Lab programme includes:

  1. Collaboration with the Department of Cultural Affairs that uses AR/VR technology to create a tourism service introducing Dadaeocheong. The porject reproduces Dadaocheing and has audience feel the contrat of the past and the present.
  2.  A collaboration with Taipei City Fire Deparment about UAV disaster relief communication program, where the project is using UAV as the communication transmission station when a disaster happens and through the transmission platform, delivers messages in order to make good use of the rescue time.

The Taipei Smart City Living Lab also encourages innovation through these partnerships, where projects includes:

  1. LoRA Taipei IoT Experimental Playfor, which is a virtual network platform developed by DOIT, PMY and Gemtek. The platform can be used to research and develop LoRA technology
  2. Taipei IoT Innovation Lab is a lab set up by Dell, Gemtek, Asia Pacific Telecon and Sigfox, which provides necessary internet, hardwore, software and other equipment to create an experimental space for new innovation teams.
